Dolka Kyap is a Tibetan from the Gannan Autonomous Prefecture in Gansu. In 1995, he was arrested for disseminating books about and posting slogans calling for Tibetan freedom. The next year, the Intermediate People's Court of Gannan sentenced him to three years in prison for spreading counterrevolutionary propaganda and deprived him of political rights for a further two years. After his release, he was kept under close surveillance and was frequently harassed by police. He fled to India to live with other Tibetans in exile.
